User Agreement Policy

The Coalition of Neighborhood Councils (CNC) welcomes the rental of facilities at the Tubman-Chavez Multicultural Center (TCMC) such as the Meeting Hall and the Multipurpose Room by community based organizations, businesses, or other community members for meetings, events, or celebrations approved by the CNC based on space availability.

  1. Fees are based upon: the nature of the organization, the type of function, and the time needed in the building.
  2. Upon requesting use of space, please include time required for set up (chairs, tables, etc.) and clean-up (must be done immediately following event). Note: All rooms must be returned to original state.
  3. Equipment that the CNC must provide must be requested upon submitting application and may involve an additional fee.
  4. Parking at the center may be limited and near by parking areas may be used on certain occasions.
  5. User assumes full liability for any loss or damage occurring to building during function/event.
  6. Use application may be submitted no more than six (6) months prior to event and must be submitted at least two weeks prior to event for consideration.
  7. A surcharge will always be levied for opening of building during non hours of operation.
  8. Requested dates are not considered reserved until CNC staff has signed off on Facility Use Application and a deposit for $50.00 of total use cost has been paid to the CNC. Full payment must be received at least 72 hours prior to event date.
  9. Requested space is based on availability and CNC always reserves right to reserve functions in all rooms not being utilized.
  10. User is responsible for individuals at event. Adult supervision may be required for groups of minors.
  11. Smoking is prohibited on TCMC premises.
  12. Food and beverages may be served at the discretion of facility user. (Keeping policy and security deposit in mind)
  13. Alcohol is allowed on premises, but will incur an additional need for security.
  14. Security must be provided by user when required. CNC can provide security at an additional cost.
  15. All additional rental equipment must be provided by user and can only be delivered and picked up when a representative of the user is present. (Please talk to CNC staff about possibility of storing any equipment)
  16. Nothing in the building (ex. walls and signs) can be displaced for event usage
  17. Authorization to use a meeting room is not transferable to another organization.
  18. Permission to use a meeting room does not constitute and endorsement of an organization’s policies or beliefs by the CNC. All publicity is the responsibility of the applicant; the location of TCMC may be publicized, but the CNC’s image, logo, photograph, or telephone number may not be used on the publicity without prior written consent of the CNC.
  19. CNC reserves the right to deny an event due to conflicts with the CNC calendar, CNC policy, or an event that would jeopardize the CNC in any way. CNC reserves the right to cancel and event in case of an unforeseen calamity that makes the facility unavailable (fire, flood, etc.) or in case an event has been misrepresented. In the event of such a cancellation, user will not be liable for payment of fees (except in the case of a misrepresentation), nor will CNC have any liability or obligations with regard to said cancelled event.
